Financial Manager
As a Financial Manager, actively participate in the financial steering of the Human Resources Department (DGRH) and contribute to monitoring staff levels and managing payroll for the Vaud State Administration (ACV), with a constant focus on budget rigor, good governance, and continuous improvement.
Responsibilities
- Lead the finance sector of the service (comprised of 3 people).
- Ensure monitoring of staff changes and payroll for ACV, including analyses for submissions to the Council of State, drafting proposals, advising HR functions and financial management across various departments.
- Oversee financial management of the service and maintain the internal control system (SCI) of the DGRH.
- Initiate or participate in transversal projects aimed at continuous improvement within the DGRH.
Qualifications
- Master’s in Economic Sciences, HES diploma or equivalent.
- Proven experience of at least 8 years as a financial manager in a Swiss organization.
- Strong experience with budget processes, reporting, and complex dossier management; ideally, knowledge of public finance, payroll management, and social insurance.
- Excellent IT skills and experience with SAP.
- Rigorous, high analytical skills, strong writing abilities.
- Responsible, good stress management, reliable in demanding environments.

- Collaborative spirit and ability to interact with diverse stakeholders.
